That depends on the individual girl. I’m sure that some are and some probably aren’t. If you have no respect for their culture though, I can guarantee they won’t.
Cool, handsome, gentle, rich, young American guys are usually very popular with Japanese girls new. Some of them are well enough brave to dig’em so instantly but not all of them.

I’m guessing that your “friend” is only getting the scummy type of J-girls. If you want the good ones, you have to at least blend in with the culture a bit and speak Japanese well. The ones that purposely go ahead and learn English are usually somewhat unstable. Plus they likely have slept with half of the other foreigners in town (but will never tell you that).

Foreigners are a curiosity for Japanese people however American culture and Japanese culture are very different.
Quality Japanese girls (about 99.99% of them) are very careful about Americans.
They will talk to them and be friendly but nothing more because they know most American guys are just out for a good time while they are here.
The other .01% might spend some more time with an American dude out of curiosity.
Depends entirely on the girl, each person is different. Do all American guys dig Japanese girls? Some do some don’t. Same for Japanese girls on American guys.
