I have made that trip a couple of times and I never did it in 45 minutes. It is more like 1hour 30minutes. There are also buses available. You will see them there in front of the boat terminal.
It takes about 1 1/2 hours to get from caticlan to Kalibo airport. There are vans available at the port where the banca from Boracay will drop you off. You may want to check with Southwest Tours (boracay) to book the transfer ahead of time. http://southwesttoursboracay.com/
